Addiction remains one of the most devastating public health issues in Ohio, especially within our correctional facilities. But in a promising shift, several jails in northwest Ohio are now at the forefront of meaningful change.
Thanks to a wave of newly awarded state grants, four local jails are receiving crucial funding to address substance use disorders head-on, directly where the need is often most urgent: behind bars.
The grants come from the Opioid Remediation Grant Program, spearheaded by the Ohio Attorney General’s Office.
With more than $2 million distributed statewide, this initiative aims to save lives and give incarcerated individuals a fighting chance at recovery. It's a major move that recognizes addiction not just as a criminal justice issue, but as a healthcare crisis that deserves comprehensive and compassionate support.
According to state officials, substance abuse is the number one cause of death among Ohio’s incarcerated population. Since 2020, over 70 individuals have died from overdoses while in custody.

These figures are sobering, but they also underscore the urgent need for interventions that go beyond punishment and focus on healing.
The counties benefiting from the current round of funding include:
- Corrections Center of Northwest Ohio – $162,021
- Ottawa County Jail – $76,690
- Sandusky County Jail – $172,291
Each facility is putting this money to work by hiring dedicated addiction service coordinators and improving access to medication-assisted treatment for withdrawal and recovery.
For many individuals, jail time offers a unique moment of pause. That’s exactly what these grants aim to deliver.
As Ottawa County Sheriff Stephen Levorchick put it, most inmates aren’t career criminals; they’re neighbors, family members, and future community members who are battling addiction or mental health disorders. By providing real resources within the jail system, local officials are investing in safer, healthier communities for everyone.
